Compliance requirements

The bidder must not have tax debts or be subject to insolvency proceedings. The contracting authority checks these matters in public registers; a foreign bidder must provide the requested information on request or with the tender.

Qualification criteria and exclusion grounds

The bidder’s average turnover for the three financial years 2023–2025 must be at least EUR 450,000 per year. If the bidder is not an Estonian company, it must submit a signed copy of its annual accounts or similar evidence. The bidder must have at least 3 years of experience in the production and/or supply of construction or earthmoving machinery, including crawler excavators, and in supporting commissioning during the 36 months before the contract notice. When submitting the tender, the bidder must confirm compliance with the procurement documents, provide the equipment’s technical data in the required form, and submit the delivery schedule and warranty terms. In the case of a joint tender, an authorised representative must be appointed and, if needed, a power of attorney for the joint bidders must be attached. The bidder must also confirm spare parts and maintenance availability: service engineers in Estonia with a response time of up to 24 hours, a spare parts warehouse in the EU ensuring delivery of standard components within 72 hours, a service centre or representative office in Estonia, and availability of spare parts and consumables for at least 5 years after delivery.
