Compliance requirements
The bidder must confirm that neither the bidder nor its management or supervisory body members, procurators or other persons authorised to represent it have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or the commission of a terrorist act or offences related to terrorist activity. The bidder must also confirm that it will not use a subcontractor in contract performance who would have to be replaced under Section 122(7) of the Estonian Public Procurement Act. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted by the rules of the tender.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 2 construction contracts for buildings or building complexes similar to the subject matter of the tender within the last 60 months. Similar works include construction, extension or full-building reconstruction of buildings where at least the load-bearing structures and external envelope were built or reconstructed, interior spaces were built or reconstructed, and new heating, electrical and low-voltage systems were installed. References may also be orders performed under a framework agreement, provided they were handed over and accepted during the reference period. The bidder must submit a list of completed contracts with a short description, dates, value, client name and contact details, and, upon request, a confirmation from the client. The designer must be at least an authorised architect, level 7, with at least 5 years of design experience and experience in designing at least one similar building or building complex following circular economy principles within the last 5 years. The tender must include the designer’s CV and a unit price table. The tender must comply with the procurement documents, and conditional tenders are not allowed.
