Compliance requirements
The bidder and its management body members must not have been finally convicted within the last 5 years of participation in a criminal organisation, corruption, money laundering or terrorist financing, use of child labour or other forms of human trafficking, or offences related to committing a terrorist act or terrorist activities. If such an exclusion ground exists, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice did not include precise additional exclusion grounds; these must be checked in the procurement documents or tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each financial year ended within the last three years before the start of the procurement must be at least EUR 150,000. Turnover figures must be entered in the ESPD.
Within the 60 months before the contract notice, the bidder must have performed as main contractor at least 1 construction contract involving reconstruction or construction of a heating system in a building with a closed net floor area of at least 400 m2. The ESPD must include a short description of the contract, its value, the performance period and information about the other contracting party; for a public procurement, the reference number must be shown. The contracting authority may also request a confirmation letter from the bidder’s business partner describing the work performed, the period and confirmation of proper performance.
The bidder must involve at least the following key persons: a design project manager holding the professional qualification of certified thermal energy engineer, level 7, with competence in building design; and a project manager/contractor’s representative with higher education in construction or higher education plus the professional qualification of construction manager, level 6, or construction engineer, level 6, at least 2 years of construction-related work experience, and experience managing at least two similar construction works as project manager within the last 5 years. Similar work means construction works for the erection and/or reconstruction of heating systems in a building with a built-up area of at least 400 m2. The CVs must also include the professional certificate number. One person may cover several roles if they meet the requirements for each role.
The bid must comply with the structure set out in the procurement documents, including Form 1, Form 2 if it is a joint bid, Form 3 if a power of attorney is used, Form 4 if another person’s consent is required, Form 5 CV, and Osa IV Lisa_Maksumustabel_v01. The bidder must confirm that the bid follows the required structure and that, where applicable, equivalence has been explained and supporting evidence attached.
