Construction and design works for a silo storage facility

The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents. Under the compliance conditions, the bidder must confirm that the bid complies with the tender documents, conditional bids are not allowed, and the offered goods must not be subject to international sanctions or originate from sanctioned areas. The bid may be rejected if the resulting contract would be void under the sanctions act provisions mentioned in the notice.

The bidder’s net turnover from business activities had to be at least EUR 858,000 in each of the three financial years preceding the tender. The bidder must provide turnover figures for 2023–2025 and, if annual accounts or profit and loss statements are not yet available in the business register, add them to the tender documents. The bidder must have, as main contractor, built at least one equivalent closed feed storage facility, roofed silo storage facility or other technically equivalent agricultural or technological building/storage facility within the 60 months before the start of the procurement. Equivalent reference work means a structure with high-load concrete walls, a concrete floor or comparable load-bearing structure, load-bearing steel or other roof structures, roofing and external walls or other external enclosures. The bidder must provide the reference object’s construction data, a short description of the works, the time of performance and the client’s details; the contracting authority may ask for additional evidence such as client confirmation, photos or project extracts. The bidder must also have designed at least one equivalent closed feed storage facility, roofed silo storage facility or other technically equivalent agricultural or technological building/storage facility within the same 60-month period, and must provide the same reference details. The construction works project manager must hold a valid professional qualification equivalent to a certified construction engineer, level 7, and have experience from at least one equivalent closed feed storage facility, roofed silo storage facility or other technically equivalent agricultural or technological building/storage facility built within the previous 60 months. The site manager must hold a valid professional qualification equivalent to a certified construction engineer, level 6, and have experience from at least one equivalent closed feed storage facility, roofed silo storage facility or other technically equivalent agricultural or technological building/storage facility built within the previous 60 months. The design works project manager must hold a valid professional qualification equivalent to a certified construction engineer, level 7, and have experience from at least one equivalent closed feed storage facility, roofed silo storage facility or other technically equivalent agricultural or technological building/storage facility designed within the previous 60 months. The bidder must have an environmental management system used in the construction works field that meets at least EVS-EN ISO 14001 or equivalent requirements, and must add a copy of a valid certificate to the tender documents.
