Compliance requirements

The bidder must confirm the standard exclusion grounds, including that neither the bidder nor members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, or the commission of a terrorist act or offences related to terrorist activity. If any such ground applies, the bidder may in certain cases submit evidence of self-cleaning measures to restore reliability. The tender documents also include sanctions-related restrictions on subcontractors and suppliers: the bidder must confirm that it will not involve subcontractors or suppliers representing more than 10% of the contract value if they are linked to the Russian Federation or sanctioned persons/entities. Qualification criteria and exclusion grounds

The bidder must have successfully performed at least one similar sales and installation contract within the 36 months preceding the publication date of the contract notice, with a value of at least EUR 150,000 excluding VAT. Alternatively, the requirement is also met if the bidder has successfully performed several similar sales and installation contracts during that period with a total value of at least EUR 150,000 excluding VAT, provided that at least one contract had a value of at least EUR 75,000 excluding VAT. A similar contract means a sales and installation contract for medical furniture, care furniture, including care beds, medical and/or care-related inventory and/or equipment for a healthcare institution and/or a care institution. The contract may also include other furnishing items or inventory, but its main subject must be the sale and installation of medical and/or care furniture, equipment or inventory. The bidder must confirm this experience in the ESPD. On the contracting authority’s request, the bidder must submit a list of the performed contract or contracts showing the subject of the contract, the client’s name and contact details, the time of performance, the contract value excluding VAT, and, in the case of a contract awarded through public procurement, the procurement reference number. The contracting authority may verify the information with the client or the other contracting party. The tender documents also require confirmation that the bid complies with the tender documents, that any equivalence has been explained and supporting evidence has been attached if needed, that the bid price is entered in the required structure and in the separate price table, and that the bidder accepts the sanctions-related restrictions on subcontractors and suppliers.
