Compliance requirements

The bidder must be excluded from the procurement procedure if any statutory exclusion ground applies to the bidder or its representative: participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; enabling illegal employment of a foreign national or violating wage requirements; illegal use of child labour or human trafficking; tax, fee or environmental charge arrears; or breach of an international or government sanction. The bidder must confirm that none of these grounds apply.

Qualification criteria and exclusion grounds

The bidder must submit at least one reference contract completed during the 36 months before the start of the procurement, relating to the design and installation of fire alarm systems, with a total value of at least EUR 30,000. If the bidder relies on a subcontractor’s experience, that subcontractor must also be disclosed to the contracting authority. A list of contracts with dates and the other contracting parties must be provided. To perform the works, the bidder must form a competent team. The team must include: - a lead designer for electrical works with at least an A-class competence certificate or the professional certificate ‘Diplomeeritud elektriinsener, level 7’ with competence in ‘Design’; - a lead person for electrical works with at least an A-class competence certificate; - a security systems designer with at least the professional certificate ‘Security systems designer, level 6’ with competence in ‘Design of fire alarm systems’; - a security systems technician with at least the professional certificate ‘Security systems technician, level 4’ with competence in ‘Installation and maintenance of fire alarm systems’; - a responsible security systems specialist with at least the professional certificate ‘Responsible security systems specialist, level 5’ with competence in ‘Installation and maintenance of fire alarm systems’. One person may cover several roles if they have the required competence. A list of responsible specialists and copies of documents proving competence must be submitted. A foreign bidder must provide qualification and competence documents issued under the law of its country of establishment and a confirmation that it will submit, within one month after signing the contract, the confirmation issued by the Consumer Protection and Technical Regulatory Authority regarding the qualification and competence of the responsible person.
