Compliance requirements

The bidder must confirm that none of the exclusion grounds listed in subsection 95(1), points 1–5 of the Public Procurement Act apply to it. This means, among other things, that neither the bidder nor its authorised representatives may have been convicted of the listed serious offences, the bidder must not have tax debts or social security contribution debts, and concluding the contract must not violate an international sanction or a sanction imposed by the Government.

Qualification criteria and exclusion grounds

The bidder must be registered in the business register or another similar register in its country of establishment, if this is required by the laws of that country. A foreign bidder must submit a copy of a valid registration certificate if such registration is mandatory in its country. The bidder and/or its subcontractor must have completed at least one or more contracts similar to the subject of the procurement within the last 36 months; the subject of the procurement is the installation or upgrade of video systems. The bidder must submit a list of completed contracts with information on scope, year of conclusion, and the names, phone numbers and email addresses of clients. The works must be carried out by qualified responsible persons: a person managing electrical works with the professional certificate “Electrical Engineer, level 6” and/or B-class competence, and a responsible specialist for security systems with the professional certificate “Security Systems Technician, level 4” or equivalent or better competence. The bidder must submit a list of responsible persons and copies of documents proving their qualifications and competence; a foreign bidder may submit the corresponding documents from its country of establishment and a confirmation that it will submit, within one month after signing the contract, the confirmation issued by the Consumer Protection and Technical Regulatory Authority.
