Qualification criteria and exclusion grounds

The bidder must check the official tender documents for the full requirements, including the required team roles, any CVs or other proof to be submitted, and any compliance declarations. The notice states that the team must include at least two strategic communication consultants and at least two project managers. For lot 1, the bidder must also submit a reputation-building strategy for the global and Estonian audience for 2026–2029. For lot 1, the bidder must confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian citizens, residents, entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives acting on their instructions. Joint bidders must appoint an authorised representative and, if applicable, attach a joint-bid power of attorney. The bidder must also indicate any trade secrets in the bid and justify why the information is confidential.
