Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tenderer profile. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The notice also requires confirmation that the bidder’s place of residence or establishment is not in the Russian Federation or the Republic of Belarus.
Qualification criteria and exclusion grounds
The bidder must have had at least one similar design contract completed within the 36 months before the publication date of the contract notice. A similar design contract means a contract where the bidder acted as the main contractor, the designed building, part of a building or building complex covered at least 750 m² of enclosed net floor area, and the design work was carried out at least at the preliminary design stage, including the architectural, structural, building services (heating, ventilation, cooling, heat supply, water supply and sewerage), electrical installation (high- and low-current and automation installations) and fire safety parts. The bidder must provide a list of completed contracts in the tenderer profile, including the contract partners’ names and contact details, the subject of the contract, the design area in m² of enclosed net floor area, the contract period, and, if the contract was awarded through public procurement, the procurement reference number. The bidder must also submit the annual turnover figures for 2025 and 2024, and the turnover for each of those financial years must be at least EUR 100,000.
