Compliance requirements
The tenderer must confirm that neither it nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD. If an exclusion ground applies, the tenderer may submit evidence of self-cleaning measures. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The tender is divided into four lots, and bids may be submitted for up to four lots; a contract may be awarded to one tenderer for up to four lots. For each lot, the compliance confirmations required in the tender documents must be provided: the bid must comply with the tender documents, equivalence must be explained where necessary, and supporting evidence must be attached. For lot 1, the team must include at least one project manager, and the form “CV-project manager” from RHAD Annex 3 and a description of the programme solution must be submitted. The compliance terms also include a requirement that the tenderer may not involve subcontractors or suppliers representing more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, or persons linked to them. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint tenderers must be attached. The tenderer must mark trade secrets, but may not designate the bid price or other numerical indicators corresponding to award criteria as trade secrets.
