Compliance requirements

The tenderer must confirm that neither it nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD. If an exclusion ground applies, the tenderer may submit evidence of self-cleaning measures. Qualification criteria and exclusion grounds

The tender is divided into four lots, and bids may be submitted for up to four lots; a contract may be awarded to one tenderer for up to four lots. For each lot, the compliance confirmations required in the tender documents must be provided: the bid must comply with the tender documents, equivalence must be explained where necessary, and supporting evidence must be attached. For lot 1, the team must include at least one project manager, and the form “CV-project manager” from RHAD Annex 3 and a description of the programme solution must be submitted. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint tenderers must be attached.
