Compliance requirements
The tender notice includes the standard exclusion grounds from the Estonian Public Procurement Act, including convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder must confirm whether any exclusion ground applies and, where relevant, provide details such as the conviction date, reason, convicted person, exclusion period, self-cleaning measures and electronic evidence. The exact wording and any additional grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have, within the 60 months before the start of the procurement, completed as main contractor at least 1 contract under which construction works were carried out for at least one building with a closed net area of at least 220 m². Similar works include the construction, extension or reconstruction of a building as main contractor. If the reference concerns only part of a building, that part must also meet the 220 m² requirement. The bidder must provide in the ESPD the contract object, intended use, closed net area, volume of works performed, contract period and details of the other contracting party. In addition, the bidder must have a project manager and other qualified persons required for the works, but the machine-readable notice did not show the exact role requirements in full; these must be checked in the tender documents.
