Construction works for a holiday house

The bidder is excluded if the bidder or a person with representation rights has been convicted of participation in a criminal organisation, corruption, fraud, terrorism, money laundering or related offences; if there is a conviction for enabling illegal employment of a foreign national or for breaching wage requirements; if there is a conviction for illegal use of child labour or human trafficking; if the bidder has tax, fee or environmental charge arrears, or tax or social security contribution arrears in the country of establishment; or if concluding the contract would breach an international sanction or a sanction of the Government of the Republic. These grounds must also be absent for any other entity or subcontractor whose resources are relied upon. The bidder must submit a criminal record notice or equivalent document for items 1–3, a certificate from the competent authority for item 4, and a free-form confirmation for item 5.

The bidder’s total net turnover for each of the last three completed financial years must be at least EUR 500,000 per year, depending on the date of establishment or start of business. Joint bidders may aggregate turnover figures. If the bidder relies on the turnover of another entity or a subcontractor, that entity’s signed confirmation of participation in contract performance and joint and several liability must also be provided, together with extracts from the relevant annual accounts or other documents. The bidder must have at least 1 similar reference project completed within the last 60 months: as main contractor, construction works for a building or part of a building with indoor climate control and at least 50 m² of enclosed net floor area, involving erection, extension or full reconstruction of a building and including glulam load-bearing structures, envelope structures, interior works, a new central mechanical ventilation system with heat recovery, and a new electrical system. In addition, the bidder or a subcontractor named in the tender must have completed at least 1 reed-thatched roof project with a horizontal covered area of at least 60 m² within the last 60 months. For both references, the bidder must provide the client’s name and contact details, the contract performance period to the nearest month, the building’s EHR code if available, and, for an Estonian public procurement contract, the reference number. If requested, a client confirmation or other proof of proper performance must also be submitted. Compliance requires proof of the bidder’s right of representation, a joint-bid power of attorney if applicable, confirmation that the tender complies with the tender documents, a bid security of EUR 2,800, and a fully completed Appendix 3 in the required structure.
