Compliance requirements
The bidder may be excluded if any exclusion ground set out in law or the tender documents applies, including convictions for offences related to criminal organisation, corruption, fraud, money laundering, terrorism or human trafficking, tax debts, sanctions breaches or any other ground listed in the Public Procurement Act. The bidder must provide a confirmation that no exclusion grounds apply. The exact exclusion grounds and the form of the confirmation must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must confirm that it has not materially breached administrative contracts concluded with it and that there are no circumstances that could lead to its persistent insolvency or cessation of business. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be submitted. The bidder must confirm that the bid complies with the procurement documents, provide evidence of equivalence where necessary, state the training venue address(es), and submit the curriculum for Estonian language supplementary training preparing for the B2 level examination. A bidder registered in a foreign country must submit a copy of the relevant licence or a document proving membership in the organisation, or a link to a public register, and, where applicable, the licence number.
