Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour, human trafficking or any other exclusion ground named in the contract notice and tender documents. If any such ground applies, information on possible self-cleaning measures must also be provided where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a confirmation of bid compliance and attach the required forms and evidence. The offered computers, laptops and monitors must comply with the technical specification (Appendix 1 to the tender documents), and this must be demonstrated with manufacturer descriptions, information materials, user manuals, certificates, declarations of conformity and any other required evidence. The bid may not be conditional. If the bid is signed by a person whose authority is not shown in the register, a power of attorney (Form 2) must be attached. In a joint bid, the joint bidders’ power of attorney must be attached. The price offer must be submitted on Form 4. For Lot 1, the bidder must provide at least a 2-year warranty starting from delivery and covering repair and replacement equipment during warranty repairs; the warranty must also cover battery defects. The machine-readable notice did not include precise qualification or suitability criteria; they must be checked in the tender documents.
