Design of a preliminary project with mobility study for bus stops and other necessary infrastructure at Kurna junction on National Road No. 11 Tallinn Ring Road, approx. km 13.5–15.5

The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground named in the tender documents. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible remediation conditions must be checked in the tender documents.

The bidder must have a total annual turnover of at least EUR 40,000 in the last financial year ended by the start of the procurement. Joint bidders may combine their figures. The bidder must also have properly performed at least one contract for the design of a public road construction project within the 36 months before the start of the procurement, with a contract value of at least EUR 40,000 excluding VAT. Evidence of turnover and reference contracts must be provided in the tender passport or on request in the form of annual accounts extracts, client confirmations or equivalent documents. If the bidder relies on another entity’s resources, the other entity’s details and consent must also be provided, and that entity is jointly liable for the part of the contract covered by its resources.
