Compliance requirements

The bidder must confirm the absence of the mandatory exclusion grounds listed in the tender documents, including criminal organisation, corruption, fraud, and other standard grounds under the Public Procurement Act. The bidder or its authorised persons must also confirm that no corrupt acts were committed in this procedure. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning. The bidder must also provide the names and personal identification codes of authorised persons who are not visible in the commercial register, or confirm that such persons do not exist.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its country of establishment, if required by that country’s law. The bidder’s average net turnover for the last three completed financial years must be at least EUR 288,000 per year. The liquidity ratio, meaning current assets divided by short-term liabilities, must not be below 1. In a joint tender, the relevant figures may be aggregated. The successful bidder must, if needed, submit an extract from the latest annual report or another appropriate proof if the report is not publicly available or does not exist. The bidder must confirm that the tender complies with the tender documents. For each offered vehicle, the bidder must submit the manufacturer’s technical specification and the Form 2 declaration of conformity. In the case of a joint tender, Form 1 power of attorney must be submitted.
