Compliance requirements

The bidder must confirm the standard exclusion grounds, including that neither the bidder nor members of its management bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other offences listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible evidence must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have properly performed at least 3 contracts in the 48 months before the publication of the contract notice, where the subject was the supply, installation and operational commissioning of CAT II instrument landing systems in civil aviation. At least one of those contracts must have been carried out in cold-climate conditions comparable to Tallinn Airport, i.e. at an airport located at latitude 54°00′ N or further north, or in other demonstrably comparable conditions. For each contract, the bidder must provide the client’s name and contact details, an exact description, the performance deadline, and the delivery and commissioning dates of the equipment. If requested by the contracting authority, the bidder must also provide confirmation from the other contracting party that the contract was properly performed. If the bidder relies on the resources of another undertaking, the bidder must also provide that undertaking’s details and consent, and that undertaking is jointly liable for the relevant part of performance. The tender must include a technical description with a compliance matrix, the bidder’s technical documentation, the pricing form and a detailed price list. The bidder’s place of residence or establishment must be in Estonia, another EU Member State, an EEA Contracting Party or a country that has acceded to the WTO Government Procurement Agreement. In the case of a joint tender, a power of attorney from the joint bidders must be submitted. The exact compliance and form requirements must be checked in the tender documents.
