Compliance requirements
The bidder must confirm that neither it nor, where applicable, any entity whose resources it relies on for qualification has any exclusion grounds under Section 95(1) of the Estonian Public Procurement Act. If an exclusion ground exists, it must be described to the contracting authority. In addition, neither the bidder nor any relied-upon entity may be an undertaking established in the Russian Federation or the Republic of Belarus.
Qualification criteria and exclusion grounds
The bidder must submit Form 1 to prove qualification. Net turnover for each of the last three completed financial years must have been at least EUR 150,000; if the financial year matches the calendar year, these are 2025, 2024 and 2023. The bidder must have properly performed at least one similar construction contract within the 60 months before the publication of the contract notice, where a new low-voltage or security system was built or an existing one was reconstructed. For references, the bidder must provide a list of contracts with partner details, the contract object, description of the works, contract period and, where relevant, the procurement reference number. If requested by the contracting authority, a confirmation letter from the client must be provided. For the construction works, the bidder must involve a site manager with at least an EQF level 5 professional certificate in construction or engineering. In the fire and security alarm area, the specialist must hold either a level 5 certificate as a responsible specialist in security systems or a level 6 certificate as a designer of security systems, or an equivalent qualification. Details of all involved specialists must be submitted in Form 4. If a certificate was issued outside Estonia, the bidder must add a document from the competent authority and an Estonian authority’s confirmation that the foreign qualification corresponds to the required qualification. The bid must comply with all tender documents, and equivalence must be explained and supported by evidence where necessary. In the case of a joint bid, Form 8 with the power of attorney and joint liability confirmation must be submitted. The bid price must be provided in euros both in the eRHR worksheet and in Form 3. In other respects, the machine-readable notice did not include precise qualification or compliance requirements; these must be checked in the tender documents.
