Compliance requirements
The bidder must confirm that none of the exclusion grounds under Section 95(1) of the Public Procurement Act apply to it. It must also confirm that there is no direct or indirect link to the preparation of this procurement procedure and that there is no conflict of interest. If any exclusion ground does apply, the bidder must provide explanations of remedial measures if requested. The contracting authority may also check insolvency or liquidation proceedings. In addition, a national restriction based on the bidder’s place of establishment or residence may apply if set out in the procurement documents.
Qualification criteria and exclusion grounds
For proper performance of the service, the bidder must involve a team of at least three members. Each team member must have a relevant higher education degree and prior sector-specific work experience in a special welfare service provider team, healthcare, social welfare or the legal field for at least 2 years within the last 5 years. At least one team member must also have experience delivering supplementary training in social work and/or special welfare, namely at least 3 trainings delivered within the last 5 years. The person directly providing the service, i.e. the instructional designer, must have experience creating at least 2 self-paced adult education or public-sector e-learning courses within the last 5 years, be able to work with the Articulate Rise and Digiriigi Akadeemia platforms, have experience delivering at least 2 supplementary trainings for adults, and have training in adult education, andragogy or instructional design. The bidder must submit a short team description, a document proving the expert’s higher education, signed CVs, a document proving the instructional designer’s education, a signed CV, and a work and activity plan. The tender must comply with the tender documents, and equivalence must be explained and supporting evidence attached where necessary. In the case of a joint tender, a power of attorney from the joint bidders must be attached. Trade secrets must be identified and justified in the tender, but the tender price and other numerical indicators related to evaluation may not be marked as trade secrets. Under the environmental conditions, meetings should be held online whenever possible, unnecessary printing should be avoided, digital materials should be preferred where possible, and digital files should be kept to a reasonable size and unnecessary files deleted after contract performance.
