Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or related crimes, and other exclusion grounds listed in the tender documents. If an exclusion ground exists, the bidder may be allowed to provide evidence of self-cleaning where the procurement rules and tender documents allow it. The machine-readable notice does not provide the full list in plain language, so the exact exclusion grounds and any required confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the qualification requirements in the tender documents. The machine-readable notice states that the bidder’s average annual net turnover in web development for the last three completed financial years must be at least EUR 60,000. The bidder must provide the turnover data for the relevant period 01.01.2023–31.12.2025 and, if requested and not publicly available, the last three annual reports or extracts. The bidder must also show at least two completed Drupal-based website maintenance, support and/or development contracts or orders from the 36 months before the start of the procurement, each worth at least EUR 10,000 excluding VAT. For these references, the bidder must provide the subject, value, dates, counterparty details and, in a public procurement, the reference number. If the contract is still ongoing, only the completed part within the reference period counts. The bidder may also need to submit the technical solution and vision document required by the compliance conditions.
