Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds set out in the procurement documents.
If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The procurement documents also include a sanctions requirement: the bidder confirms that it will not involve subcontractors or suppliers accounting for more than 10% of the contract value who are citizens, residents or undertakings established in the Russian Federation, or persons linked to them. If this condition is not met, the contracting authority may reject the tender.
Qualification criteria and exclusion grounds
The bidder’s average annual net turnover in the web development sector over the last three completed financial years must be at least EUR 60,000. If requested by the contracting authority and the data are not available from a public register, the bidder must provide the financial statements or extracts from the last three financial years.
Within the 36 months preceding the start of the procurement, the bidder must have completed at least two contracts or orders for maintenance, support and/or development services for a web environment based on the Drupal platform. Each contract or order must have a value of at least EUR 10,000 excluding VAT. The bidder must provide the subject matter, value, contract dates, information about the other contracting party, and, in the case of a public procurement, the reference number. If a contract was performed partly outside the reference period, only the part performed during the reference period is counted.
The tender must include a written document titled “Technical solution and vision”, covering the required topics in separate sub-sections and showing how the proposed solution meets the minimum requirements. If this information is missing, the tender will be deemed non-compliant.
The bidder must confirm that the tender complies with the procurement documents and provide the required contact details. In the case of a joint tender, a power of attorney from the joint bidders must be attached. If the tender price has to be submitted in a specific structure, the bidder must follow that structure.
