Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may be asked to explain any self-cleaning measures and, where relevant, provide supporting evidence. The exact list of exclusion grounds and any detailed confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must show relevant experience in cleaning and maintenance services. The machine-readable notice states that, within the 36 months before the notice was published, the bidder must have provided and/or organised indoor cleaning services in at least 2 buildings, with more than 1,000 m² of cleaned area in each building, including floor and surface cleaning and deep cleaning/protective treatment of floors. The bidder must also have experience using cleaning products with an EU Ecolabel or another officially recognised EN ISO 14024 Type I ecolabel. In addition, the bidder must have provided and/or organised outdoor area maintenance on at least 2 properties, with more than 2,000 m² of cleaned area on each property, including pavement, road and parking area cleaning, anti-slip treatment, mechanised snow removal and lawn mowing. Each such service contract must have lasted at least 12 months. The bidder must nominate a project manager with at least secondary education, a relevant professional qualification (or equivalent) and experience managing both indoor and outdoor maintenance work during the reference period. The project manager must submit a signed CV, proof of education and, if needed, proof of qualification. The bidder must also submit the required tender forms, a price table in euros excluding VAT, and a declaration that the tender complies with the tender documents and that any equivalence has been explained and evidenced.
