Compliance requirements
The notice lists the usual exclusion grounds: criminal conviction, enabling illegal work, child labour or human trafficking, tax debt, international or government sanctions, breaches of environmental, social or labour law obligations, bankruptcy or liquidation proceedings, serious professional misconduct, serious or persistent breach of a previous public contract, attempts to influence the contracting authority, and tax offences. The bidder must answer the yes/no self-declaration questions in the tender documents. If the machine-readable notice does not give a precise detail, the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s net turnover from total business activity in each of the last three completed financial years (2023–2025) must be at least EUR 400,000 per year. The bidder must have at least one maintenance engineer or maintenance technician working for it, either as an employee or under another contractual arrangement for the whole contract period, and that person must have training for installing, commissioning, maintaining and repairing the offered equipment. A document proving the maintenance engineer’s or maintenance technician’s qualification must be submitted. The machine-readable notice did not include any other precise qualification, suitability or compliance requirements; these must be checked in the tender documents.
