Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other offences listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice listed the exclusion grounds, but all details should be checked in the ESPD and tender documents if needed.

Qualification criteria and exclusion grounds

The bidder must submit an offer that complies with all tender document requirements and confirm that the offer remains valid for 3 months. Prior guided site inspection is mandatory; if the bidder does not attend, the offer will be rejected. In a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bidder must also confirm compliance with RMK environmental requirements, that it does not use subcontractors subject to replacement under Section 122(7) of the Public Procurement Act, and that it does not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are linked to the Russian Federation under the sanctions rules. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. If equivalence is relied on, it must be explained and supporting evidence must be attached where necessary. Exact form and evidence requirements must be checked in the tender documents.
