Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have, within the last 36 calendar months, completed at least one basic-design stage design contract for at least one school building or other comparable building. Comparable buildings include schools, kindergartens, social buildings and other public buildings with a closed net floor area of at least 4,000 m2. The bidder must provide the object name, period, client contact details and, where applicable, confirmation from the previous client. The bidder must have a project design team leader who holds a level 7 or equivalent diploma engineer qualification in building construction, with an additional competence in design management. The team must also include a diploma engineer for building design, an authorised interior architect, a diploma electrical engineer, a diploma heating, ventilation and cooling engineer, and a diploma water supply and sewerage engineer. If needed, additional specialists for low-voltage systems, external utilities and automation must be involved. The bidder must demonstrate BIM design capability and provide an overview of previously designed projects carried out as BIM models. The tender must comply with all tender documents, be unconditional, and the bid table must be submitted in the required structure. If relying on another person's experience, that person's confirmation and ESPD must be submitted.
