Compliance requirements
The bidder must confirm that neither it nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or terrorist offences related to the commission of a terrorist act or terrorist activity. The bidder must also confirm that no other exclusion grounds listed in the tender documents apply. If an exclusion ground exists, the bidder may submit proof of self-cleaning measures where permitted.
Qualification criteria and exclusion grounds
The bidder must have an annual turnover of at least EUR 400,000 in each of the last three financial years ended by the start of the procurement. If the contracting authority requests it, the bidder must provide an annual report extract or other suitable proof of the required turnover. If the bidder relies on the capacities of another undertaking, the bidder must also submit the ESPD for that undertaking. In addition, the bidder must confirm that the bid complies with the tender documents and, by the time the contract is signed, has the required business activity notices or an equivalent registration or licence for general construction and for conservation and restoration work on monuments and world heritage objects. If the bidder is established outside Estonia, it must provide proof from the competent authority of its home country before contract signature. The bid must also include confirmation that any equivalent products offered meet all stated requirements and, if applicable, the completed equivalence table.
