Compliance requirements

The bidder must confirm that neither it nor its management, representation or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last financial year ended by the start of the last 3 procurement years must be at least EUR 80,000 per year. The bidder must provide the turnover data in the ESPD; if the data are not available in eRHR, they must be submitted by the bidder. To prove technical capacity, the bidder must have completed at least 2 similar furniture supply and installation contracts in the last 36 months, each worth more than EUR 80,000 excluding VAT. Similar contracts are defined as furnishing office premises. A list of contracts must be submitted, including the names and contact details of the contracting parties, the contract subject, value and validity period; for contracts awarded through public procurement, the procurement reference number must also be provided. The tender must comply with the procurement documents, the technical proposal Form 5 and the Form 4 price table. The bidder must also submit a power of attorney if the tender is submitted by a representative not listed in the register, and in the case of a joint tender, a joint bidders’ power of attorney. In addition, the bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas, and that subcontractors or suppliers linked to the Russian Federation will not be involved for more than 10% of the contract value. The wood used in the furniture must come from legal sources, and proof of origin must be provided upon delivery.
