Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, child labour or human trafficking, or for any other exclusion grounds listed in the tender notice. If any such ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection or suitability criteria. The ESPD contains general questions about the economic operator and its representatives, and it refers to confirmation of payment of taxes and social security contributions, but it does not set out specific turnover, experience, staffing or certificate requirements. The compliance conditions require the bidder to confirm that the bid complies with the tender documents, provide equivalence evidence where necessary, and complete the price submission for lot 1 in the required structure. For lots 1 and 2, the following environmental requirements apply: the wood used in the furniture must come from legal sources, REACH candidate substances must be declared, the furniture must be disassemblable and repairable with hand tools, the warranty must be at least 2 years, and spare parts or equivalent functional elements must be available for at least 2 years after delivery. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
