Restoration works for the north protection of the ramp at quay no. 13 in the Old Harbour

The bidder must not have tax debt, environmental charge debt, or debt for tax or social security contributions under the laws of its country of establishment. The bidder must confirm that it has no such debt.

Within the 60 months preceding the publication of the contract notice, the bidder must have properly performed at least one contract involving construction works for a harbour quay or repair/reconstruction works. To prove this, the bidder must submit the completed contract details on the form in Annex 3 and a confirmation from the client that the contract was properly performed; the contracting authority does not accept the handover/takeover record as such confirmation. If the bidder relies on the capacities of another entity, it must submit the consent form in Annex 5 and, where necessary, indicate the subcontractor and the reliance in the bid. If joint bidders rely on each other’s capacities, Annex 6 must be submitted. The person responsible for the repair works must hold at least Level 6 professional qualification as a civil engineer with specialisation in harbour construction, in the occupation of construction management or site management, or an equivalent qualification. If the qualification was obtained outside Estonia, copies of the supporting documents must be provided. The bid must comply with the tender documents, be signed by the legal representative or an authorised person, and, where applicable, include a power of attorney. In addition, the bidder must complete the price table provided by the contracting authority (Annex 4) and confirm environmentally friendly performance and any equivalence evidence used.
