Compliance requirements
The bidder must confirm the usual exclusion grounds: participation in a criminal organisation, corruption, fraud and the other convictions and offences listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice did not include all precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. For this supplies contract, the bidder must have sold similar equipment under at least 1 contract during the 36 months preceding the start of the procurement, and the contract value excluding VAT must be at least EUR 15,000. The bid must include the completed technical offer table, the bidder’s confirmation, a statement of compliance with EU environmental requirements for the equipment (including REACH, RoHS and WEEE), and, where needed, copies of the relevant certificates or documents. The bid must remain valid for 90 days. If the bid is submitted jointly, a power of attorney for the joint bidders must be attached. The bidder must confirm that the bid complies with all tender document requirements and that subcontractors or suppliers from the Russian Federation, or persons and entities linked to them, will not be involved for more than 10% of the contract value. The offered goods must not be subject to international sanctions or originate from sanctioned territories.
