Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If any exclusion ground applies, the bidder must provide the date of conviction, the reason, the convicted person and the exclusion period, and where relevant an explanation of self-cleaning measures. The tender documents also ask about payment of taxes and social security contributions, and where necessary a proof or a link to an electronic source must be provided. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a bid in accordance with the procurement documents and confirm that no conditional bid is submitted. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The bid must identify any business secret only within the permitted scope and justify why the information is treated as confidential. For Lot 1, a technical specification and price submission for furniture must be provided. For furniture, the bidder must confirm that the wood used comes from legal sources and provide proof upon delivery; acceptable evidence includes an FSC certificate, FLEGT or CITES licence. The bidder must also declare any substances on the REACH candidate list if their content exceeds 0.1% by weight, and provide proof of their presence or absence. The furniture must be disassemblable with hand tools and repairable, and disassembly and repair instructions must be supplied with the furniture. The warranty must be at least 2 years from delivery, and spare parts or equivalent components must be ensured for at least 2 years after delivery.
