Compliance requirements
The bidder will be excluded if it has tax debts or if it comes from a third country that is not an EU Member State, an EEA country, a WTO GPA party, or a country that has a reciprocal public procurement agreement with the EU. The bidder must also state its country of origin.
Qualification criteria and exclusion grounds
The bidder’s turnover for each of the last 3 completed financial years must be at least EUR 1,250,000 per year. Turnover must be provided on the register form; if the bidder is not an Estonian company, it must be ready to submit a copy of its annual accounts. To prove experience, the bidder must choose one of two alternatives: either it must have successfully completed at least two construction or reconstruction projects in the last 60 months before the start of the procurement, involving the construction or reconstruction of a steel-structure production, warehouse, industrial or agricultural building, with each contract worth at least EUR 500,000; or the bidder’s team must include at least one responsible specialist (project manager, site manager or foreman) who has led or organised the implementation of at least two such projects in the last 60 months, with a value of at least EUR 500,000 per project excluding VAT. In both cases, the bidder must provide the client’s name and contact details, a short description of the contract, the contract value and the date of acceptance of the works; for the key-person alternative, also the key person’s name, position and project names. The tender must comply with the procurement documents, be unconditional, include the required volume table, and include equivalence explanations and evidence where needed. The bidder must confirm that all works will be carried out according to the project documents, that a warranty of at least 24 months applies, and that the works will be completed within 6 months from contract signature; concrete works must be completed within 2 months and 2 weeks.
