A bidder is excluded if it has tax debt or social security contribution debt. The contracting authority may grant a deadline to pay or defer the debt. Bidders from third countries are also excluded, meaning bidders that are not from the EU, the EEA, WTO GPA parties, or countries that have concluded a free trade agreement with the EU covering public procurement. The bidder must state its country of origin.

The bidder’s turnover for each of the last 3 completed financial years must be at least EUR 1,250,000 per year. Turnover must be provided in the register form; if the bidder is not an Estonian company, it must be ready to submit a copy of its annual accounts. To prove experience, the bidder must choose one of two alternatives. First option: within the 60 months before the start date of the procurement, the bidder must have successfully completed at least two construction or reconstruction projects involving the construction or reconstruction of a production, warehouse, industrial or agricultural building with a steel structure, or another building whose load-bearing structure was wholly or substantially made of steel. Each contract must have had a value of at least EUR 500,000 excluding VAT. The bidder must provide the client’s name and contact details, a short description of the contract, the contract value, and the date of acceptance of the works (month and year). Second option: the bidder’s team must include at least one responsible specialist (project manager, site manager or foreman) who will take part in performing the contract and who, within the last 60 months, has managed or organised the implementation of at least two similar construction or reconstruction projects. Each project must also have had a value of at least EUR 500,000 excluding VAT. The bidder must provide the client’s name and contact details, a short description of the contract, the contract value, the date of acceptance of the works (month and year), and the key person’s name, position and project names. The accuracy of the information must be confirmed by the employer or main contractor. When submitting the bid, the bidder must confirm whether it is a joint bid and, if so, that the joint bidders’ power of attorney has been attached. The bid must comply with the tender documents, be submitted in the required price structure, and, where relevant, equivalence must be explained and supporting evidence attached. The bidder must also complete the bill of quantities, accept the contractual penalties, confirm that the works will be carried out in accordance with the project documentation, provide at least a 24-month warranty, and confirm completion within 6 months from contract signature; concrete works must be completed within 2 months and 2 weeks.
