Installation of Christmas lighting and decorations 2026-2027

The bidder must confirm that none of the exclusion grounds listed in Section 95(1) and 95(4.1) of the Estonian Public Procurement Act apply to it. These grounds cover, among other things, convictions for organised crime, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, illegal employment of foreigners, child labour or human trafficking, tax or social security debts, international sanctions, and certain local tax debts. The machine-readable notice did not include any more precise exclusion requirements; they must be checked in the tender documents.

The bidder must have completed and handed over at least one similar assignment within the last 36 months. A similar assignment means installation of lighting and decorations in public space with a value of at least EUR 7,000 excluding VAT. The bidder must provide free-form information about the contract, including the site, the time of performance, the value and the client with contact details; in the case of a public procurement, the bidder must also state the procurement reference number.
