Compliance requirements
The bidder must confirm that neither it nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of trafficking in human beings, terrorist offences or other exclusion grounds listed in the tender documents. Where required, evidence of self-cleaning measures must be provided. The same required confirmations also apply to subcontractors where relevant to contract performance.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 2 construction contracts for similar buildings within the last 60 months, with each building having a closed net floor area of at least 1,000 m2. Similar works include educational, office, commercial and service buildings and other public buildings where at least the following were carried out: installation of central supply ventilation with heat recovery, installation or reconstruction of a building automation system, installation or reconstruction of an electrical system, and installation or reconstruction of a low-voltage system. The bidder must provide a short description of the contracts, the performance period, the client details and, where applicable, reference numbers, and must submit evidence of proper performance upon the contracting authority’s request. The project manager must hold the professional qualification of a certified heating, ventilation and cooling engineer, level 7, or equivalent. The compliance conditions require confirmation that the tender complies with the procurement documents, submission of the tender price in the required structure, confirmation regarding joint tenders and trade secrets, and the required declarations concerning subcontractors and sanctions.
