Compliance requirements

The contracting authority excludes a bidder with tax debts in the sense of the Taxation Act regarding state taxes, fees or environmental charges, or with tax debts or unpaid social security contributions under the laws of the country where the bidder is established. Deferred tax debt is allowed. If the bidder is not an Estonian company, it must be ready to provide a certificate from the tax authority of its country of establishment. The contracting authority also excludes bidders from third countries. Third countries are countries that are not EU Member States, EEA Agreement States or WTO GPA parties, and countries with which the EU has not concluded a reciprocal free trade agreement containing public procurement provisions. Qualification criteria and exclusion grounds

The bidder’s average turnover for the last 3 financial years completed by the start of the procurement must be at least EUR 500,000 per year. Turnover must be submitted in the register form. If the bidder is not an Estonian company, it must be ready to provide a copy of the annual accounts. The bidder must have supplied at least three aspiration and filtration systems to clients during the 36 months before the procurement start date. For each reference, the bidder must provide the client’s name, contract volume, client contact details, and the date of acceptance of the work, with month and year.
