Compliance requirements
The contracting authority excludes a bidder with tax debts in the sense of the Taxation Act regarding state taxes, fees or environmental charges, or with tax debts or unpaid social security contributions under the laws of the country where the bidder is established. Deferred tax debt is allowed. If the bidder is not an Estonian company, it must be ready to provide a certificate from the tax authority of its country of establishment.
The contracting authority also excludes bidders from third countries. Third countries are countries that are not EU Member States, EEA Agreement States or WTO GPA parties, and countries with which the EU has not concluded a reciprocal free trade agreement containing public procurement provisions.
The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the official tender documents.
