Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent or control the bidder, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned territories, and that no prohibited subcontractors or suppliers with a Russian connection will be used in contract performance.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. A bidder registered in Estonia must have a valid entry in the e-Business Register; a foreign bidder must submit a certified extract from the relevant register in its country of establishment together with an Estonian translation. The financial requirement is an annual net turnover of at least EUR 550,000 in each of the last three completed financial years (2022, 2023 and 2024). The technical capacity requirement is prior experience of producing and selling at least one new combined jetting and vacuum truck within the last 36 months; the vehicle must have had a value of at least EUR 350,000 excluding VAT and the experience must be provable by a handover-acceptance report or other equivalent evidence. The tender must comply with the technical specification, include the required forms and confirmations, and be submitted unconditionally. If the bidder submits a joint tender, a joint power of attorney must be provided; if the tender is submitted by an unauthorised person, a power of attorney for submitting the tender must be attached. The price list, technical specification and equivalence confirmation requirements must also be met.
