Compliance requirements
The bidder must confirm that neither it nor its management or representative body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorism, human trafficking, or any other exclusion ground listed in the tender documents. If an exclusion ground applies, it may be possible to submit evidence of self-cleaning or restored reliability where allowed for this procurement. The tender documents must also be checked for sanctions-related declarations and any other required statements.
Qualification criteria and exclusion grounds
The bidder must have professional liability insurance of at least EUR 90,000 and must provide a confirmation and the insurance amount in the ESPD. The average net turnover in the field of building general cleaning for the last two completed financial years before the start of the procurement must be at least EUR 90,000 for the period 01/01/2024–31/12/2025. The bidder must have completed at least one building general cleaning or indoor cleaning contract during the last 36 months with a total value of at least EUR 45,000 excluding VAT, and must provide a list of contracts with their value, dates and contracting parties. The persons responsible for the service must have either project manager-cleaning works manager level 5 or equivalent qualification, and site manager-cleaning service supervisor level 4 or equivalent qualification. The project manager must have at least 3 years of experience in building general cleaning and at least B2-level Estonian language skills. The site manager must have at least 3 years of experience in building general cleaning, experience in organising and managing cleaning work at least one similar educational institution site during the last 36 months, and at least B1-level Estonian language skills. The project manager and site manager must not be the same person. The bid must comply with all tender document requirements, the price must be submitted in the required structure with two decimal places, and a power of attorney must be provided in the case of a joint bid. Cleaning agents must comply with EU Ecolabel criteria 1 and 4, and the bidder must submit a list of the cleaning agents to be used and documents proving compliance.
