Compliance requirements
The bidder must confirm that neither it nor its management or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm compliance with tax payment obligations. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible evidence should be checked in the procurement documents if needed.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may require proof of registration. The bid must be submitted in the required structure. If the bid is a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. Where required by the technical specification, the bidder must provide the material manufacturer’s declaration or certificate confirming compliance with the material composition requirements, or proof that the material complies with ISO 18916:2025 or an equivalent standard. Material and product samples must also be delivered to Nooruse 3, Tartu, by 29 June 2026 at 11:00. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the procurement documents.
