Compliance requirements
The bidder must confirm that neither it nor the members of its management bodies have been convicted in the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the procurement documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not show all exclusion grounds in full; they must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must submit the tender in the required forms and confirm that it complies with the procurement documents. In a joint tender, a power of attorney from the joint bidders must be attached. The tender must include product descriptions, manufacturer information, certificates and declarations of conformity proving that the device meets the requirements. The offered devices must be authorised for use in EU Member States, bear the CE marking and comply with MDR 2017/745. The bidder must have the right to sell the offered equipment in the Republic of Estonia and provide the manufacturer’s confirmation of that right. For maintenance, the bidder must submit a maintenance plan, maintenance schedule and a sample maintenance report form. In Estonia there must be maintenance staff with sufficient competence and the ability to work in the state language, and the maintenance team must include at least one maintenance engineer who has completed the manufacturer’s additional training. The bidder must also hold a valid radiation practice licence for installing X-ray equipment and for repair and maintenance work.
