Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If any such ground applies, information on self-cleaning measures, i.e. restoring reliability, must also be provided. In addition, the bidder must confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus, and that the same applies to any person whose qualifications the bidder relies on.
Qualification criteria and exclusion grounds
The bidder must hold a valid activity licence issued by the Police and Border Guard Board under section 43(1) of the Security Act for the protection and guarding of movable or immovable property and for maintaining order at events or at guarded sites. The bidder must meet this requirement itself and cannot rely on another person’s resources for it. The bidder must have B-level security teams in Tallinn that comply with the requirements of the Estonian Security Companies Association so that additional security staff can be deployed quickly if needed. During contract performance, the bidder must use security guards who have at least a valid security guard qualification. The security guards must have Estonian language skills at C1 level and English at B1 level. The bidder must submit the staff qualification form on Annex 3, Form V, and, if requested, evidence from the Estonian Security Companies Association confirming compliance. If the tender is submitted jointly, a representative must be appointed and a joint bidders’ power of attorney and a statement of joint and several liability must be submitted. The tender must comply with all tender document requirements, conditional tenders are not allowed, and the tender price must be submitted on Annex 3, Form IV and in the RHR price form excluding VAT.
