Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption and the other standard exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning. The notice also requires confirmation that the bidder is not using prohibited subcontractors or suppliers linked to Russian Federation persons or entities above the stated threshold.
Qualification criteria and exclusion grounds
For parts 1 and 2, the bidder must have had annual turnover of at least EUR 800,000 in each of the last two financial years ended before the start of the procurement. The bidder must also have successfully completed at least 2 projects or contracts in the last 60 months. Each reference must be worth at least EUR 50,000 excluding VAT, be related to event organisation and be similar to the framework contract subject: for part 1, technical production and livestream production; for part 2, event marketing and organisation. The event must meet at least one of the stated scale conditions, and the bidder must show cooperation with different types of partners or international cooperation. The bidder must submit the contract list with dates, value and client contact details. For part 1, team requirements are set out in the separate team requirements form and CV form; the bidder may submit CVs in the prescribed form, and background checks for team members may be carried out if needed. The bidder must also submit a risk analysis, confirm compliance with the tender documents, confirm use of the sustainable event guide, and provide the contract-signing details if successful.
