Compliance requirements
The tender documents include the standard exclusion grounds, including criminal organisation participation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and related grounds. The bidder must confirm the absence of these grounds and may, where allowed, provide evidence of self-cleaning. Qualification criteria and exclusion grounds
The bidder must have an average annual net turnover of at least EUR 1,000,000 per year in the road works field over the last three completed financial years. The bidder must also name the person responsible for managing the construction works; that person must have at least the qualification of road engineer, field of work management in construction, or an equivalent EQF level 7 professional qualification (excluding initial qualification). The bidder must provide the person’s details in the ESPD and, on request, supporting documents proving the qualification. The bid must be submitted in the structure required by the price form, with unit prices in euros excluding VAT to two decimal places, and the total price must be entered in the register. The bid must include all costs needed for proper performance, no zero or negative unit prices are allowed, and the bidder must confirm that the bid is unconditional, complies with the tender documents, and that no prohibited subcontractor is used. If subcontractors are used, the successful bidder must later provide their names, contact details, legal representatives, and the nature and share of the subcontracted work.
