Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the Estonian Public Procurement Act, including criminal organisation participation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion grounds. The bidder must answer the exclusion questions and, where applicable, may provide evidence of self-cleaning. The exact full list and any detailed conditions must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder's total net turnover for the last three completed financial years must be at least EUR 40,000. The bidder must have properly provided supervision services for one construction contract similar to the contract subject of the procurement, with a built-up area of at least 20,000 m2, during the 3 years (36 months) before the start of the procurement. Similar construction works are works related to the construction or repair of roads or squares. The bidder must submit the contract details in the ESPD, including a short description, value, signing date, work period and details of the other contracting party. If the contract cannot be found in the register, a confirmation letter from the client may be added to the tender to speed up the process. The tender must comply with the procurement documents and include the required forms and documents. If the bidder's right of representation does not arise from law, a proper power of attorney must be submitted; in a joint tender, a power of attorney for the joint bidders must be submitted. The tender price must be provided in the required structure and must include all costs necessary to perform the works.
