Compliance requirements

The bidder and its representatives are checked for the usual exclusion grounds, in particular participation in a criminal organisation, corruption and fraud. If such a ground exists, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must submit a risk analysis with the tender, describing the main project risks, data availability risks, methodological risks, risks arising from changes in the external environment, and mitigation measures. The team must include at least 1 project manager/responsible analyst and at least 1 impact analysis expert. The project manager/responsible analyst must have at least 3 years of work experience in carrying out impact analyses, applied research or policy analyses during the 60 months preceding the start of the procurement. The impact analysis expert must have participated in at least two impact analyses, applied research projects or policy analyses during the 60 months preceding the start of the procurement. A CV form for these persons must be submitted with the tender. The same person may perform both roles if they meet the requirements for both roles.
