The bidder must confirm that neither it nor members of its management or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or other listed serious offences or misconduct. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds
The bidder must submit an idea proposal that includes at least a clickable digital solution prototype with a cover letter and concept description, a technical vision describing the architecture, data model, data exchange and further developability, a project plan and action plan up to handover of an MVP ready for piloting, and a team description covering roles, responsibilities and key competences. The bidder must also describe prior experience in developing healthcare digital solutions or medical devices and, where possible, prior involvement in the MDR certification process. In addition, the bidder must confirm that subcontractors and suppliers linked to the Russian Federation within the meaning of Regulation (EU) 2022/576 will not account for more than 10% of the contract value. In a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. Trade secrets must be marked and justified in the tender.
