Compliance requirements

The contracting authority will exclude a bidder if a mandatory exclusion ground under Section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if a ground under Section 95(4) applies. When submitting the bid, the bidder must confirm that no exclusion grounds apply. Before contract award, the contracting authority will verify the absence of the grounds referred to in Section 95(1) on the basis of evidence.

Qualification criteria and exclusion grounds

The bidder, including a joint bidder, must hold an operating licence for providing outpatient dermatovenerology services at the place of service on the date the bid is submitted. The licence number must be entered in the bid form, and the bidder must confirm that the service will be provided in the premises on which the licence was issued. The bidder’s 2025 net turnover from healthcare services must be at least EUR 54,057; the required turnover is calculated per one full-time outpatient doctor and increases proportionally with the number of doctors and the workload stated in the bid. By the bid deadline, each declared service location must have a working dermatoscope and a cryosurgery device; the bidder must provide the service locations, copies of documents proving purchase, leasing, rental, free use or other acquisition, and a photo showing the device’s unique serial number. The bidder must have provided outpatient dermatovenerology services at least 50 times during the 12 months preceding the month in which the decision to launch the procurement was made. The bidder must also have experience in providing e-consultations in the offered specialty or be ready to provide e-consultations via the health information system, where this is required by law for the relevant specialty. The bid must include the completed bid form, doctors’ confirmation, healthcare institution confirmation and any other required documents; in the case of a joint bid, a power of attorney for the joint bidders must also be included. If the machine-readable notice does not describe the exact requirements sufficiently, they must be checked in the procurement documents.
