Compliance requirements

The bidder must confirm the standard exclusion grounds in the tender passport, including participation in a criminal organisation, corruption and other conviction-based grounds. For these grounds, the bidder may have to provide dates, reasons, the person concerned, the exclusion period, self-cleaning measures and, where available, electronic evidence details. The machine-readable notice also refers to anti-corruption confirmations and to the disclosure of authorised representatives so that the contracting authority can check the absence of exclusion grounds for those persons.

Qualification criteria and exclusion grounds

The bidder must submit the tender passport and the confirmations and evidence required by the compliance conditions. For food handling, the bidder must have the required permits or notifications in the Agricultural and Food Board supervision information system for the entire duration of the framework agreement, if required by law. The bidder must provide the technical description of its e-shop and the e-shop address so that the contracting authority can verify the required functionality and the availability of product categories. For lot 1, the sample shopping basket must be completed, unit prices for all items must be entered, the discount must be shown to two decimal places, and the price calculated on the basis of the offered discount must be submitted without VAT. The sample basket may not contain zero prices or a 0% discount. The bidder must provide a list of the packaging materials used and an explanation that the packaging is recyclable, made from renewable resources or reusable, and that the materials can be manually sorted into single-material recyclable fractions. The bidder must confirm that the tender complies with the procurement documents, that any equivalence has been explained where necessary, and that proof has been attached. If equivalent solutions are used in the tender, they must be evidenced. If the bidder has authorised representatives, their names and personal identification codes must be provided so that the contracting authority can check the absence of exclusion grounds.
