Compliance requirements
The bidder must confirm that neither it nor its management, representative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice listed the exclusion grounds, but all details should be checked in the procurement documents if needed.
Qualification criteria and exclusion grounds
The bid must comply with all conditions set out in the procurement documents, and conditional bids are not allowed. In the case of a joint bid, a duly authorised representative must be appointed from among the joint bidders and a joint bidder power of attorney must be attached. The bid price must be submitted in the structure required on the worksheet 'Award criteria and evaluated indicators'. The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the procurement documents.
