Compliance requirements
The bidder must confirm that no exclusion grounds under Section 95(1) of the Public Procurement Act apply to it. It must also confirm that no exclusion grounds under Section 95(4) apply. Before contract award, the contracting authority will verify the absence of the grounds under Section 95(1) on the basis of evidence.
Qualification criteria and exclusion grounds
The bidder, including a joint bidder, must hold, on the date of submitting the bid, an operating licence at the place of service delivery for ambulatory endocrinology services, and the bid must state the licence number or numbers and confirm that the service will be provided in the premises on which the licence was issued. The bidder’s 2025 net turnover from healthcare services must be at least EUR 89,579; the required turnover is calculated per one full-time ambulatory doctor and increases proportionally with the number of doctors and workload included in the bid. The bidder must have provided ambulatory endocrinology services at least 50 times during the 12 months before the date of the decision to launch the procurement. Where e-consultation is required by law for the specialty, the bidder must have provided e-consultations during the previous 12 calendar months or, by the bid deadline, be ready to provide them through the health information system. The bid must include the completed bid form, doctors’ confirmation, healthcare institution confirmation and any other documents required by the form. In the case of a joint bid, an authorised representative must be appointed and a joint bidders’ power of attorney must be attached. In addition, the bidder must confirm that it will not involve subcontractors or suppliers linked to the Russian Federation for more than 10% of the contract value and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
