Compliance requirements
The contracting authority will exclude a bidder if a ground for exclusion under section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if a ground under section 95(4) applies. When submitting the bid, the bidder must confirm that no exclusion grounds apply. Before signing the contract, the contracting authority will verify the absence of the section 95(1) grounds on the basis of evidence.
Qualification criteria and exclusion grounds
The bidder, including a joint bidder, must hold an operating licence at the place of service for outpatient obstetrics and gynaecology services, outpatient gynaecology services, or obstetrics and gynaecology services. If the bidder also wants to provide gynaecological day surgery services, it must additionally hold a licence for those services and for anaesthesiology day surgery services.
The bidder’s 2025 net turnover from healthcare services must be at least EUR 106,171 per doctor providing outpatient full-time consultations, and the required turnover increases proportionally with the number and workload of doctors included in the bid. If gynaecological day surgery services are also offered, an additional turnover of EUR 44,543 is required.
The bidder must have provided at least 50 outpatient gynaecology services during the 12 months preceding the date of the decision to publish the tender. If gynaecological day surgery services are also offered, the bidder must have provided at least 12 such services during the same 12-month period.
On the date of submission, the bidder must have a working ultrasound device with the capability to perform vaginal and rectal ultrasound examinations at each proposed service location. The existence of the device must be proven with copies of purchase, lease, rental, free-use or other ownership documents and a photo showing the device’s unique serial number.
Where e-consultation is required by law for the specialty, the bidder must have provided e-consultations during the previous 12 calendar months or, by the bid deadline, be ready to provide e-consultations through the health information system.
The bid must include the completed bid form, doctors’ confirmation, healthcare institution confirmation and any other required documents. In the case of a joint bid, a power of attorney for the joint bidders must be attached. The machine-readable notice did not include precise requirements; they must be checked in the official tender documents.
