Compliance requirements
The contracting authority will exclude a bidder if any exclusion ground set out in Section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if a ground under Section 95(4) applies. When submitting the bid, the bidder must confirm that no such exclusion grounds exist. Before signing the contract, the contracting authority will verify the absence of the grounds referred to in Section 95(1) on the basis of evidence.
Qualification criteria and exclusion grounds
On the date the bid is submitted, the bidder must hold an operating licence at the place where the service will be provided for ambulatory ophthalmology services and ophthalmology day surgery services. The licence number must be entered in the bid form, and the bidder must confirm that the service will be provided in the premises on which the licence was issued.
The bidder’s 2025 net turnover from healthcare services must be at least EUR 179,904. The required turnover is calculated per one doctor providing full-time ambulatory appointments and increases proportionally according to the number of doctors and workload stated in the bid.
In the 12 months preceding the date of the decision to launch the procurement, the bidder must have performed cataract operations at least 100 times. If the services were provided on a paid basis, copies of the epicrises for those operations must be submitted with patient personal data masked.
By the bid deadline, the bidder must have a working microscope, phacoemulsifier and optical biometer at the service location where cataract operations will be provided. The bidder must provide the service locations, the serial numbers of the equipment, and copies of documents proving purchase, leasing, rental, free use or other acquisition, as well as photos showing the unique serial number of the equipment.
The bid must include the completed bid form, the doctors’ confirmation, the healthcare institution’s confirmation and any other documents required in the bid form. In the case of a joint bid, a power of attorney for the joint bidders must be attached. If the bidder wishes to apply for additional services, submission of that application form is voluntary.
